basically, clothes are a choice for cartoon animals, they already wear a coat of fur, so, wearing clothes is more a matter of fashion, some like pants, some dont. that is why porky wears a vest and tie, pepe and sylvester wear nothing, it is a personal choice of the character, also, it helps define the character s personality.
and yes...i tend to overthink that level of logics on cartoons too sometimes.
