If what downloader said is true, then my previous assumption that outside forces manipulated the war were wrong, and as the queen dragon said, she kept the war going so the racism amongst the dragon species did not tear their society apart.
Besides the tigers pension for attacking before thinking, I believe that is merely a product of their environment. Wild predators and dragons always being a constant danger means they have to act immediately to a threat or die, not dwell on it.
