When you work with sprite characters, you are somewhat limited by the number of pixels a sprite character often had, most of them were 33x33 in size, and whilst you can freely edit a pixel pretty easily, there's only so much detail you can have, so with the redesign for modern days, wanted to add some extra details that wouldn't have been possible with the sprite, and that "Brat" bib is one such little detail.
What you can do with sprite comics is let the character express themselves quite a lot. Gaia was often a troublemaker and would go about her way trying to get other people padded and diapered for her joy and amusement to make them embarassed. Most of the time it would backfire and Gaia would often find herself knocked out and confused. But there were times she was able to succeed and the toddling troublemaker would very quickly look for a next target to pad up.
So just be wary if this toddler is going coming after you, she's got one obvious thing in mind
