So it’s a fictional world do what ever you want.
Your rose compass has an arrow in the east west axis, which makes me think that the rotation of the world. But orbital mechanics doesn’t allow for a tidely locked planet, if its rotation isn’t perpendicular to the direction of orbit.

If it’s orbiting around its sun. Then it must rotate to keep the sun side pointed at the sun. Take anything on your desk and spin move it around a center point. You will see you have to twist it to keep it pointed at that center point.
Now the rotation on your Rose compass, is as if the planet was rolling along its orbital path. So you have two different spins on one planet.
Again it’s fiction, go for it. But you won’t find it in reality.

You may want to double check that claim.

Uranus has a near horizontal spin, but it’s not tidally locked.
The problem wasn’t the existence of either one of the features. It was the combination of the two.
A plant can have a horizontal spin.
A planet can be tidally locked
A planet can not be both at once.
But this is fiction and as the creator noted this plant doesn’t orbit, so this doesn’t mater.

A tidally locked planet, huh? Must have an interesting atmosphere in order to keep the cold side from being an icicle and the hot side from being hell itself.
Certainly haven't seen a fantasy world set on a tidally locked planet before. Very interesting and quite original.
