I haven't really given it all that much thought. I thought about their backstory having something to do with Team Rocket building them, and that they're evil canonically for a while into their story, but later turn good. But Team Rocket building them means their design is probably more practical and kind of on the cheap side, than anything. I know their ability to hover and fly is due to an antigravity jetpack thing being built into them, and they have a hologram emitter that shrouds them in a realistic hologram that looks just like a real Latios (which will flicker or fail upon taking damage, revealing their true form). Even outside of taking damage, they may be revealed by the fact that they still obviously feel like a cold machine when touched, and that you can hear the faint droning/whining of their antigravity...thing, though it's subtle. It does get louder the faster they move, though. Their voice when crying out also has just the faintest hint of background noise to it, as though coming from a voice box and not organic vocals, but it can be hard to distinguish outside a quiet environment. I thought about them being a cyborg, actually, not just being entirely a machine, having organs housed within them, and even having organic eyes that could be revealed upon damaging their visor, which opens up a rather dark reality that they were once a real, living Latios that was killed while Team Rocket tried to catch them, but their corpse was turned into a horrific, robotic experiment, instead.

I thought it was pretty cool, anyway. They're not an official fursona yet and are just in the concept phase, still being worked on and subject to change. At the end of their story, they wind up heroicly sacraficing themself and become a real Latios in the afterlife (or in the event they were a cyborg, they become a normal Latios again after death). There's a lot that changes whether they're a true machine, or a cyborg. In their machine canon, their defection from Team Rocket is because of repeated encounters with other major (good) characters, taking substantial damage over the course of the story, and due to a lack of thorough maintenence, they start malfunctioning and eventually wander off and shut down, being found and fixed by somebody and being reprogrammed, and later encounters the main good cast and joins them after some initial confusion. Slowly after that, they gradually become sentient, growing a conscious and becoming more than just a machine, that is before they sacrafice themself. In their alternate cyborg possibility, the fact they were a real Latios to begin with and still retain stuff like their organic brain (interfaced and augmented with various stuff to keep them under control), that in itself obviously poses problems, and eventually their true self regains control and they turn against Team Rocket by their own free will. Instead of a path to sentience after that point, it's really more about coming to terms with what they are and what has been done to them, and fighting entropy from their brain having been dead for a time then resurrected, which has some mental problems surface because of it. But the end result is the same, they wind up sacraficing themself for the greater good and are granted their original form back in the afterlife.
You've got that right. I love both ideas, but choosing one or the other is impossible. At least in the machine canon, I did honestly think about them being something inbetween a Latias and a Latios, and they could alter their hologram to display one or the other. In the cyborg canon, they're definitely a Latios, though. I do question whether they have a Latias sister in that canon, and that they originally died defending said sister and holding Team Rocket off until they wound up dying and having their remains mutilated by scientists and engineers. A duo, though, you say? That...could actually kind of work, I think. Team Rocket only had the remains of the Latios while their sister escaped (or doesn't even exist, maybe they were just an only sibling), and just to have a complete duo, they built a machine Latias to complement them. That could honestly work, and it's a good idea, I have to give you credit. As far as drawing them goes, you're free to do as you please. They're not even a finished character, and I really wouldn't care if you drew them. That would be awesome, actually. If you do, feel free to take whatever liberties you desire and pick whatever canon fits better. There's no official consensus anyway. And I guess for drawing them and doing whatever you wanted with the story, you could just have the character(s) altogether. I wouldn't fight you over it. You at least get the basic idea of them, and what you do from there is up to you.
Don't worry about it! It's 110% understandable, and I don't blame you. I'm not asking of anything, and if you draw it, it's of your own free will, and on your own free time, whenever that may be. If and when is if and when. Though I'll certainly give it a look if you do, again if and when. No worries at all.
