He's a Waterstrider Pedigree Jolteon! Made to resemble a Bug/Water Type while actually still maintaining his Electric Typing.
He is owned by Seapixxel.
The Bug/Water Themed Pedigree. Waterstrider Pokemon have microscopic hydrophobic hairs across their limbs that keep them suspended above liquid surfaces by utilizing surface tension. In actual gerridae, this is limited to gently flowing to stagnant water, however the peculiar nature of Pokemon allows them to balance upon all liquids not exceeding temperatures up to 99°C / 211°F. Their weight and proportions are distributed equally across their body in order to maintain their suspension and are typically either hunkered low against the water's surface or standing tall and spread out. These waterborne monsters operate in tightly-coordinated groups, scavenge resources, and strictly only attack already-drowning prey, often earning themselves a cowardly name-- though a dangerously efficient one.
