I think he's looking like he's going to have to yeet one of them right out the window to prevent a violence from breaking out. Much as killing Narklet and feasting on his heart would probably make Kattajak very happy, it probably would create too much paperwork and make the Matriarch very, very... cranky.
He may be a bit goofy and not particularly eloquent, but I've never gotten the impression that Poak was stupid. He's probably well aware of the situation with Zeska and how it's affected Kattajak. And thus he'd know it's a bit of a berserk button for our favorite knife-nut patriarch.
There is only 1 enclave (that we know of) which seems genuinely interested in trying to elevate themselves above their current situation.
Narklet is only one among who knows how many traditionalists that want to keep things as they are.
Killing him won't solve the problem, and may in fact bring a whole host of new problems they have to deal with.

I don't think they'd be too common, most yinglets don't really have much to kill each other over. Your average yinglet won't really have much in the way of property, and I don't think they tend to form strong emotional bonds. Kattajak would absolutely kill someone if they hurt Zally, but he both has an unusually strong bond with her and is unusually quick to use violence. What murder there is is probably more common among city yingletts, who both have a harder life and are more likely to come into genuine wealth, however meagre.
Hence Vizlet's diplomatic efforts with Viracroix. The central enclaves would almost certainly not think twice about extinguishing a rebellious enclave out on the fringe of yinglet settlement if it was just said enclave they were dealing with. But Val Salia is a prosperous merchant city-state that has ties - both diplomatic and trade - with countries all over the continent. Almost certainly the central enclaves would think twice before picking a fight with that.

Is it just me, or is Poak leaning a bit away from both the speakers in the last panel? (Given the placement of his face relative to Kattajack's lines, I can understand why.)
I'd also note that Narklet sees himself as a holy ying... whereas Kattajack divines the homonym of that.

Seriously, I know its a sign of his unstable anger issues and bloodlust, but this mother fucker just came out swinging with a sermon about how Kattajak's kid has been 'ruined' by having independence and not doing her 'womenly duties', honestly, no judgements at all if he actually just punched him straight in the muzzle. (The murder might be going a bit far, but hey, I've worked in retail, I get the need to day dream sometimes...)

For someone who's young and has less experience in life, he certainly comes across as arrogant and condescending when he's lecturing Kattajack. Even if it's learned from observation or has been told of what happened, the "Do you not see ze dangers, by now?" does come across as "Isn't the answer obvious, idiot?" Kattajack is clearly having mixed feelings cause he's fully aware of his past actions, and Narklet just comes in and handles it with no grace or respect. It's like, "Gee, thanks, dude. No one asked for your input."
More than that, Kattajak's "past actions" haven't exactly been shown to have been categorically wrong. Lest we forget that Vizlet was also a wanderer for a time, and she ended up returning and eventually taking over the single most important role in the enclave. It's possible Zeska was just a bad egg (no pun intended). Zally could end up being entirely different - either in the outcome of her wanderings, or in that she doesn't decide to leave at all.
