Lore knows Niixa would never risk it; Niixa spent so long believing her father was dead. That's why Sisari pulled strings with the portals before to ensure Lore would arrive at the right point to save Neek from assassination in the first place, Sisari has Neek as a hostage/blackmail.

Sisari can't lean on Endy without threatening Creedmoor (she can't harm Niixa now), and can't lean on Niixa without threatening Neek. There is nothing she can lean on Lore with at all, which is why Sisari must have control over Lore now, gained in a moment of weakness and desire.

Neek also wouldn't be able to follow them anyway, without another Draekon or Kaerwyn dragon to work the portal. That's *any* dragon, including Sisari's own minions (though most likely Sisari has Taisherou in mind). Whatever Lore/Sisari is planning, it's got to be with just the three Draekons Sisari wants, alone and isolated in an otherwise inaccessible place. And I'm sure Leilani, somehow, is counting on that too.

Someone needs a knife in the eye. Or 9mm of persuasion.

That would do more harm than good. Sisari's playing her endgame, and if any of the three Draekon hosts were to die now when she's this close, she'll raze the whole city out of existence out of spite.
