The Sheriff may be unyielding when it comes to the law, but at the same time he understands and respects it. He may not like that Tor and Silver constantly flaunt the law, he is fair enough to use it to defend the same two, when they are in the right. Tor and Silver did indeed save the King, albeit their methods were definitely Chaotic Good. :)
He's acting as Silver's defense lawyer/council.
He knows more of the history of those two and understands they normally mean no harm, they're just two "goofballs" that run afoul (afowl?) of the law from time to time.
They may be a pain in his tail at times, but he really doesn't want to see them hurt. There were many times he could've brought them up on serious charges but only wants to see them disappear for a while. We shall have to see. It seems a bit bold to say "Not Guilty" to the petty charges when those can probably be proven. It may be that he has obtained proof that they were under the influence of a curse when most of this stuff happened - kind of like a magical insanity defence. Or he may be trying to ensure that everything is done by the book.
As for his motive, there are a number of possibilities. It may be that he is a stickler for procedure, though going by the subdued way he's been acting lately I suspect he does have their interests at heart. There is a difference between not liking people who are a perpetual nuisance, and wanting to chop their heads off in the middle of the square (as per the guillotine in chapter 2 which Tor got a far too close look at).
I did wonder if he saw them as a good reason to get an increased budget for the jail, though that doesn't exactly tie up with him trying to have them exiled in one of the earlier chapters.

I have. Even if I hadn't, who starts reading a comic from the middle without reading the archive? That initial archive binge is the best part of finding a new(to you) comic.
The charges are mostly misconstrued bullshit, and I suspect the Sheriff knows or atleast suspects as much. Which shouldn't disappoint me as much as it does; it's not like the comic's ever given the impression that the king and queen are actually good and just rulers.
