OK, I've devised an "in-universe" answer to Steamfox's comment.
In real-world spotted hyena society, the females dominate the males in all things--except one. When a female is about to come into estrus, but before she starts showing overt signs of it, she will sometimes get mobbed by mid-grade immigrant males in a behavior called "baiting." The males will surround her and taunt her and even bite her; sometimes she can fight them off, other times, she needs to be rescued by higher-ranking females, with the higher-ranking males assisting to drive off the hooligans. It's almost as though her pheromones are so overpowering that the males lose all sense of self-control and caution.
It's like construction workers catcalling women passing by.
So, applying that to the Crocutans--in order for the sheyenas to maintain dominance over the guyenas, they have to conduct themselves with discretion, not dressing provocatively, never giving the males any indication of weakness or affection that the eternally-horny males can use to turn the tables on them. The sheyenas may sometimes use their sexuality to torture the guyenas, but on the whole, their code of moral conduct is similar to the idea that a girl should dress modestly to avoid giving men the wrong idea about them.

Aha! Well thought out that. Your response got me to thinking about my "Hyenoids" the "H'roop" and their society's structure. I believe dressing and fashion might play a part in their society too. By the way, I do like the long dresses you dress the elder females in, as it easily lets the viewers know who's "Boss" under that Mumu.
