Former Police Chief Jackie had a run-in one day while protecting her city as a Red Fox and got shot pretty badly. She was on the brink of death until Lipupi transformed her into something smaller that could still pump what blood she had left in her.
Then the medics got to her and she decided not to ask for a different form. Everyone thought she was so cute that she decided to run for office. Despite the absurdity of her cuteness, she maintains excellent skill with pistols and acrobatics, in case she ever needs to help her Fox Cops pursue another criminal or she needs to evade some heavy firepower.

Runa isn't allowed to get close to her and she doesn't like Melancho's penchant for draining the life out of criminals instead of their liberty. But she did personally train Dog Fluffnir Ryme and he's one of the best things that happened to Dacutter Island.
