Is the werewolf the woman who wanted to cure lycanthropy in the story? If she is now I understand that she was obsessed with the cure and why she got mad at Endy for accidentally turning her into a dog. She was also a werewolf and thus related to the victims. But she also was suffering from the illness and didn't want to be reminded of it.
