I think this is one of the characters that shows obvious inspiration from certain popular artists on dA back in 2003 and onward.
Anyway, he's a mid-level Shinigami who doesn't take this job too serious, but frequently and easily hits all his quotas with ease.
He seems to have a particular obsession with Kratzkralle.
