Looks like Fred underestimated his fish's weight! Because now he has trouble getting back in the air, so he has to swim to shore!
It's something that bald eagles actually do. If their catch is too heavy for them to carry, they lock their feet in it and swim to the shore. It's strenuous but you get to have a big meal after it.

I’ve seen this happen. Here’s a video I made years ago of an eagle swimming. In this case though it was right after we let him go after banding. I made sure he was ok until he flew away. https://youtu.be/rf40m8cHZ5Q
