i konw it's been awhile but who is Jethro Biggs.

I'll write him up (and maybe sketch him) eventually, but Jethro 'J' Biggs is the Wigglytuff-morph owner of the scrapyard where the Team lives. He's one part father figure, one part coach, one part shoulder to cry on. A contender in his day who was forced out of the business due to accumulated injuries (but was smart enough to save and invest), he wants to share his wisdom with the next generation of potential battlers.
