Nah, the game is called Triangle Strategy because it involves three nations at war. Idore is the leader of the Holy State, but in order to remain in power, and control vital resources, he replaced the last dead prophet with a puppet that he can control because he wanted an eternal prophet for the State. And he used a bunch of dead slaves to give it power. Tera is here to defeat Idore and his puppets to restore order to the religion.
