I do have some old faint memories of Sprocket from The Fraggles, so I imagine he's perhaps been trying to catch them only to find himself getting caught and tied up to give them a little peace. Another adorable addition to the series of bound dogs.
He does have some resemblance to Dogmatix/Idefix, I think largely with his furry moustache.
