Here's an artwork of that one nameless bystander from Boku No Hero Academia. I searched and searched and all I could find is that she is a mutant with a quirk that makes her look like a fox, even though I never saw a green fox before. The unnoficial nickname I gave to her is 'Snivy girl', though I also found out she is called Ippan Josei, or just Fox Girl.
