Every time I've seen the Union Pacific pulling up this curve they are staying around 10mph (going down grade it is closer to 20mph).
Certainly the track quality doesn't indicate a reason. Perhaps its due to being a curve on a pretty good grade?

You're not on the line leading to Donner but I bet there is a bit of a grade to get out of the greater Bay Area at sea level.
I mean that almost looks like a Horseshoe curve on a steep grade to me.
If trains are in dynamics it must be because of the steepness of the hill and the derailment factor which looks pretty severe there.
