Staraptor was going to use Brave Bird on this poor Weepinbell, which panicked and in the end decided the best thing to do was to swallow his rival since he wasn't able to slow down. Stuck inside Weepinbell, Staraptor felt his feet out of the mouth and soon felt vines wrapping his ankles and tickling his soles. Grass might be super effective on Flying types for this reason!
