I learned to draw/ paint mostly through books and by watching tutorials on Youtube. My biggest tip for learning to paint is to break the process down into the fundamentals (perspective, anatomy, color theory, lighting etc) and deliberately practice each one on its own.
As for resources and tools. Starting off you don’t really need anything more than a pencil and paper. I still do most of my fundamentals practice with pencil on paper. Finding good learning resources can be a bit tough, as there is a lot of not so great information on the internet and can make finding the good stuff difficult. A good rule of thumb is to look at the art of the person who is teaching. If you think their art looks good from a technical perspective, then chances are they have valuable things to teach you. Not always, but most of the time they have good advice.
