It's funny, because it's rare that you see a photo where the composition is centered and it's still nice, but I like this. I also like the general concept of the photo, a high contrast, night time sort of shot which creates a very stark sort of mood.
However, it must be rather dark, as it's causing a bunch of noise in the photo, and I think it may be even killing your focus. Clean, crisp edges would be really great for a photo like this, but there's a little bit of noise, and a tiny bit of softness to everything that takes away from the stark mood that the lightning and composition gives. Also there's some vignetting around the edges from the lens which it might do better without. The general shot creates a good feeling of isolation, and a picture without the vignetting to expand the photo, really give a feeling of space around this column would increase the feeling of isolation it already has. I don't know where this is or if it's likely to get cleaned up any time soon, and I also don't know if you have any equipment to help, but if you could go back with a really hard light in a similar temperature to the ambient light, or take a remote flash with you if you have access to one that you just coming from the direction of the natural light, tighten up the focus and adjust your zoom so you get the shot without the vignetting at the edges, this would be a fantastic piece.

Thank you thank you THANK YOU!
It's absolutely brilliant I've finally had some critisism on any of my photos! I wanted some!
It was incredibly darkwhere I took the shot as it was under the side of a multi story car park.
I know it's a mess if I'm honest, though I thought it to be better than the original from a personal point of view (http://i54.tinypic.com/2w4e8hh.jpg)
I took the shot literally as I was walking past hence the blur/no focus on it. I should have spent longer with it going by your comment Dx
I havent got any kind of hard light that I can take around and I dont even have a remote flash.. all the photos I have uploaded just now were taken with my dads cam as it is!
The vignetting was someting I put in. I have a phase for it at the moment but other than all that, Ill see what I can do with your advice!
It's GREATLY appreciated so thank you VERY much for taking th time to write all that!
