he's the king of the seas ;P he may look smal but that's cause of perpective issues ;P this frame would be far too small if he was nearer...

Never underestimate the size of a predator. It's a known fact that they always move faster than the smaller creatures when hunting ;D
Hahaha this image came out so good Angelic! XD The humor of this image is perfectly executed and doesn't detract or alter the intent of the image in any way. I love how you used a fishes natural behaviour to something more comical like this, definately makes it all the more enjoyable to look at. Plus, if you can get your viewers to laugh then that is also an accomplishment :D The expressions the fishes hold match nicely to the image, but the 'gandalf' fish I think is the better one just from how you drew the eyes.
Great work on the body shape and size in this. Very nicely done with getting the roundness of his body and properly depicting it with the current body position. You did rather well as well making him look like he is swimming opposed to just 'hovering' within the water. The kicking legs and even the pointed fingers on his left paw are nicely added details to this effect :) Again amazing work with keeping his entire body in proper proportions as everything around his body matches in size realistically. HOwever, it's also nice seeing that touch of softness being included too and you do it so well :) I rather like the swim trunks and their designs too.
Great work on the coloring in this. I like how you used darker hues to show the depth of the water he's swimming in. The color patterns on the fishes are also nice too and don't seem 'random' as others tend to make them. Good work on the shadowing effects around his body and having it match the shape and curves of his body. It looks very uniform and having them all match the source of light too. Also, good work on making the clothes and fur look darker as well to match that effect as well.

Are you sure that this is a 'fat fur' image and not a 'furry inflation' gag? Your otter looks bloated from eating one too many puffer fish... but then again, if it was puffer fish he'd consumed, he'd only be able to float on the water's surface. He has to be extremely heavy to sink beneath the surface, in order to go after all those fish. Therefore, this must be a 'fat fur' image (and a damned good one at that), AW!
