Queen of Hearts :U

When she's enraged (which is often), her eyes will activate. When her eyes are activated, she can make her kingdom (mostly guards but there are inhabitants that are forced to live there) believe anyone is guilty. Which is why she gets away with beheading innocent people without being questioned. Only people from the outside of her kingdom are not effected.... and usually it's people from outside her kingdom that end up being victim.
Her scepter allows her to control the collars that are on her guards and a select few subjects (like White). The collars activate the wearers eyes.
