Dregg had potential and he showed some of that. However, the creators of the show didn't have a lot of time to 'play' with Dregg, and on top of that, CBS wanted to cancel the TMNT since the 'Turtle Mania' was running nearly on fumes at that point.
I kinda wonder if the characters would have gotten more opportunities to get fleshed out some more if CBS left the script writers alone.
