Well, Kathy invited her to become a Vorthy Lady, so Jinjur has to be allowed to perform her functions. The collar senses her biometrics and starts to shock her when her temper flares to remind her to calm down. If it redlines, it can knock her out.
I want her to be unable to get within a certain perimeter of Kathy, but I've kinda forgotten that bit in places where Jinjur has to be near her or touch her (like the pledge of loyalty. Touching Kathy should have knocked J. on her ass. Maybe Kathy or Songween used the remote to disable that function. Maybe "behaving herself" will win Jinjur more priviledges as time goes on.)
The collar is mainly there to remind Jinjur she's still a prisoner, and to be a visual signal to everyone that Jinjur is in disgrace, and dangerous, and that her behavior will determine how well she will enjoy the rest of her life--however long that may be.

Fred is Madam Kruger's asset--her only asset, her sole Heir to her family's fortune and business empire. She has to manage him very carefully, because according to Crocutan custom, a man's property becomes the possession of his wife. In that way, any ambitious, gold digging chippie could have gained control of Kruger Industries simply by seducing Fred, getting pregnant (or saying she was) and forcing him to marry her. This almost happened to him in college, when that girl Tatiana was stalking him. That was when Lucretia got him the new glasses, to remind him not to fall for the blandishments of designing women.
Vyschuss's mother Vypa did something like this, when she seduced one of Songween's nephews. That is why Vyschuss is in the line of succession, and why Vypa is the chiefess of Clan Olgalili.
Lucretia betrothed her son to the Heir of Rackenroon when he was five years old, and has been grooming him for his role as the eventual Sire Consort. However, allowing him to exercise his libido would have been problematic, in that he might find a girl he preferred and run off with her, or might end up fathering several bastards who would then lay claim to a part of his fortune. So Lucretia added the virginity clause to the Contract. It requires virginity of the Heir as well, again to avoid any illegitimate children from messing up the succession.
The court politics of the Maramasai are a high-stakes game, and Lucretia Kruger is playing for big money. She needs to gain control over Rackenroon to keep her own company from going bankrupt due to the generations of loans her family has made to Songween, and Songween has made no attempt to repay. Lucretia has no royal blood, so she knows she cannot just take over the country; getting her well-groomed son and Heir installed as Household Comptroller and Sire Consort is the only legal way she can gain influence at the Court.
Why does Fred put up with this? Because he's terrified of defying his mother. And it helps that he's got a similar turn of mind to her. He understands the importance of his role in life. He is willing to accept the responsibility entailed in being Heir of Clan Kruger.
