Team Rubber Rocket Admin: Louie Lugia!
Louie the Lugia has risen to the position of Rubber Rocket Admin! Contrary to how it might appear, Louie has always strove to become an admin of the rubbery group. Even with his friendly attitude, Louie aims to rule the world like many other Rubber Rockets. This is because while he likes humans, and even adores certain individuals, he views humans as an inferior species who have shown that they are unfit to be the dominant race of the world. Louie envisions a world where Team Rubber Rocket rules over the humans, being the ones who call all the shots, with many humans being servants or pets to the rubbery Pokemon.
However, the Boss of Team Rubber Rocket doesn't want that world...the Boss has shown to despise humans and wants to turn each and every one into a rubber Pokemon as his villainous organization takes over the world. As a grunt, Louie himself has often times sabotaged this by inconspicuously releasing many captured humans from the team's clutches, believing humans should not be transformed against their will, as the more unwilling they are when they transform, the more they lose their old selves once the transformation is complete. As an admin, it will be harder to continue this sabotage without the Boss becoming suspicious of him, but on the brighter side the Lugia can now gather more Rubber Rockets under his own cause, and hopefully one day overthrow the Boss and rule the team himself. Louie still regrets that many humans will be turned into rubber Pokemon without them wishing it, causing many of them to lose their personalities and memories, but fortunately Louie has his own human pet with the power to reverse the changes...
This is a future version of Louie who has risen from a Grunt to an Admin, and aims to one day become the Boss of Team Rubber Rocket. He has a new outfit based on Archer's outfit from the Let's Go Pikachu and Eevee games.

I know ;3 And he's got some nice pants for it, but I'm just sayin his shirt would work well too, especially if they were positioned so it looks like they're giving him a big hug^^ (which he'd most likely tease them about~)

(thinking about it I can picture some humans getting turned into rubbermon pets by some grunts who'd like having something like that, like perhaps turning a human into a rubber mightyena that acts like a dog, being their pet and perhaps even their partner to capture humans and battle opponents almost like their 'master' is a trainer xD)

i've had a strange idea of louie eventually actually doing a sort of coup, as obviously most humans unwillingly turned would hardly be diffucult to convince them to join a revolution if their post TF minds were freed.
maybe even darkwing, the shadow lugia plush from your old deviantart account gets involved, getting revenge on the old boss for the years of blatant disregard for humans, louie being by far the lesser of two evils, and perhaps even making a semi-offical agreement to share the parts of the world should it ever be taken over completely by team rubber rocket
i kinda like the idea of having both sides having an sort of peace, and as a human being about to pick your poison, plush eternal possessive cuddles or rubber transformation, allows people to at least have SOME agency in the world that come after.
