Oh no, we can pull an even better trick than this. if we successfully cast the wings of sanguinus spell, we can motha fuckin DEEPSTRIKE librarian dreadnoughts :p been doing it alot at the local GW center (much to the managers dismay, I field a minimum of six dreads, 3 being librarians xD)
Down here we allow it as a Pleyer Disgretional, meaning if both you and the opponent agree you can do it.
We thought that logically since your deepstrike is your move, that a librarian dread could use the power to allow him deepstriking.
We do use a penalty though. fail the pshycic test and you automatically misshap n die "Dreadnoughts aren't droppods, so if one hits the ground at that speed, it dies"

Depends on the army, and again it's Player Disgretion, so if ither says no, it doesnt happen.
And to be fair, it is only ever used in Friendly games, like against the manager with some free time or friends for a laugh. Moment we do a seriouse game or a shop event, it's back to the books.

"The most important rule is that the rules aren't all that important, So long as both players agree, yo ucan treat them as sacrosanct or mere guidelines- the choice is entirely yours"
