The idea behind this is, Dipper comes into the post office and asks if they sell stamp there.
The clerk wondering why a customer would ask such a ridiculous question, responds sarcastically, "Of course not! Why in the world would a Post Office sell stamps?" Surrounded, of course, with samples of stamps they had to sell.
Dipper, without batting an eye, turns around and leaves. "Oh, okay. Sorry to bother you."
Leaving the clerk wondering, "What in the world?"
