I'm still trying to figure that out ( how to implement the scenario ).

But working theory for the moment is that 2020 was a much worse year than anybody could have guessed.

Looks like many back streets in Baltimore, Maryland or Bridgeport, Connecticut. Abandoned buildings, things left to rack and ruin.
