well, the first buck rogers tv thing came out in 79, and was based on a character by the same name from sci-fi novels made back in 1929 - and even adapted for radio-plays in '32
and the official buck rogers comic strip ran from 29 to 67
So really, saying buck rogers is from any one decade is... kinda misleading. and I'll bet that the movie you're referencing too its primary visual inspiration from the latest bits of the comic run, which puts its visual inspiration firmly in the 60s.

For all that, the costume design was created for the 1980s show. If you go back to the comics and the Movie Serials that were made from the late 1920s into the 60s, the look and design of all the outfits, costumes, even the ships are on a totally different aesthetic than the 1980s show.
It's more correct to identify THIS costume -- as well as the character reference of Col. Wilma Deering (played by Erin Grey) -- as purely from the 1980s show, not from the 1960s run.
I've been a long time fan of Buck Rogers to know the differences, and as such, it's always best to be accurate, where anything fandom related us concerned.
