For the Piplup line, I think you could do an evolving swimsuit. Piplup with a one-piece, Prinplup with a two-piece, and Empoleon with a bikini (since their bodies stay more naturally warm with each evo).

A pairing of Bastiodon in a feminine knight's armor and Rampardos in barbarian armor could be pretty interesting I think.

Perhaps Wormadam and their multiple forms could take inspiration from flapper dresses that girls wore in the 1920's? And then tying into that theme Mothim could wear nice suit, referencing it normally being a male only species but stylized to fit a more feminine form.

Lucario in a Chun Li cosplay would be cute, they certainly have the thighs for it! If you wanted to do more with the jackal angle than martial arts though, egyptian queen dresses are always hot.

For Rotom's forms, what if each one sort of represented a "career" or "lifestyle" connected to the machinery?

Rotom would actually just make the most sense as a little wispy goblin, since it doesn't have a corporeal form yet, but maybe she would wear a discarded gamer shirt?
Mow Form is a gardener with grass stains on her jeans and a button-up flannel with a wide hat to stage off the sun's rays (and a huge booty to represent the basket on the Pokemon's behind).
Wash Form is a scullery maid with a frumpy uniform but with flowing blue hair (like flowing water! She could also have a Frieza-esque tail, like the cable the actual Pokemon has.
Fridge Form could be a heavyset ice cream truck attendant! With a swirly design on her coat and a bit of a belly (hey, she likes sweets too!) And, while not as interesting as the other forms, maybe her shirt could have nipple bulges like the handles on the Pokemon's doors?
Heat Form definitely has to be a chef, with a tall toque and French chef uniform! Perhaps you could give her large hands to represent the form's odd boxing gloves? They're perfect for kneading dough!
Fan Rotom was the hardest to figure out, but what about a 1980s workout girl? The arms on the mon look like it's doing an exercise, and ths huge fan on its head could be angled to give her a hair bun!

How about Buneary and Lopunny have beautiful yet simple white dresses? (the same outfits that Dawn and her Buneary wore in that episode of the Pokemon fashion during the Pokemon Diamond and Pearl series), I hope that works.

No matter what, I think Toxicroak should have an absolutely humongous pair of red tits in place of her throat sack and a sly smirk as she knows she is cheating the competition by inflating them.

As for clothes, I would suggest something a bit punk and sporty to match her typing. I imagine her wearing a black sleeveless hoodie, nearly fully unzipped maybe with a little purple or teal design mixed in, and an undersized pink tube bra under. Purple jogging shorts and sporty fingerless socks, as Toxicroak's poisonous jabbers are another notable feature. Like she went for a run and had to put a cocky girl in her place by expanding own chest to embarrass her in comparison.

As for Croagunk, I think a pink tank top, black hoodie wrapped around her waist and some dark running tights would fit her and the prior suggested evolution.

The ball could be a Level Ball or a Sport Ball.
