Tama is a Black Pantheress and the sniper/ranged support of the team. She often works with another team member acting as spotter.
The C.A.T members actually go to great lengths NOT to kill targets.
Therefore Tama doesn't use conventional ammunition, but instead shoots capsules containing a rapidly-expanding polymer glue which sticks to, marks and slows down suspects.
She is wearing her night-operations armor here, just so you can see her properly in the daytime photos. There are camouflaged versions of her armor, but they are quite confusing and difficult to see.
