Cool under pressure and quite pragmatic, Indraa is the leader of the C.A.T and it's principle funder/fund raiser. She works with local government and law enforcement to ensure that the team are paid money for capturing and rehabilitating criminals. Due to expenditures on utilities, food, clothing, ammunition, wages, site maintenance and training\education for both the team and prisoners, Indraa doesn't actually take home much more than minimum wage herself. However, she is an idealist who lives for the team and feels deeply that this is the only way they can make the world a better place.
