Theoretically they could give them artifical voices, it's an intentional design to keep them mute. It de-humaizes them even more, easier to order them around that way.

Thinking in cyberpunk ways, seems like a great gift for a freed Beast Head would be a visit to a doc who can implant 'em with a larynx. ...If they can learn to use it. Is not giving them a mouth meant for human language yet another intentional way to keep them down?
