I decided to try and make a character based on Wings of Fire for whatever reason, and wanted to present it differently from how I normally do. Partially because I think a SeaWing would be complex to draw and partially because I just thought it would be interesting to have a written description from the perspective of someone else. No, he's not supposed to have a human name, it refers to an 'eddy' in the sense of fluid dynamics.
