Model railway show and look at this...
Apparently this was a limited run train graphic... there were several other cars with similar Wolf art. I fell totally in love with them.

part of the hobby for some is to create their own liveries/color schemes.
i would hazard a guess, rather then a limited run, a run of one, created on and with professional tools to do so, by an accomplished and experienced professional of both hobbies.
then would be my furst guess rather then a manufacturer's limited run.
of course i could always be mistaken if anyone actually knows otherwise.
i personally know of a local shop that does this level of work.
wouldn't be a bit surprised if it was theirs.

$449.45 is what it costs in full for the entire train
ive known of this set and wanted this since it came out
they command high prices on retail.
