Some context for my non-French watchers : it is hunting season and, in France, like every years, many cyclists and hikers have been shot (by mistake) and some of them didn't survive. Some people asked to the French Government to take action, like, for example forbidding hunting one day per week (on Sunday for example). Today, Monday January the 9th, at 11am, our Government will make an official annoncement about this situation : a likely solution would be to create an official application (for mobile phones) that would give the opportunity to hunter to publish their localization -if they wish of course, nobody would force them- in order to warn the walkers. It is a very wise decision of our beloved Government : politicians should always always show respect to rural traditions… especially when it involves loaded riffles.

Concerning the context, most of French forests are privates and the owners are OK with the fact that hunter are shooting on their lands (they don't have much choice actually). Theoretically, people are not allowed to hunt in Protected Area, of course, it is a joke (no civil servent will risk his or her own life to give out a fine to a group of hunters shooting protected species, cf. the brown bear Cannelle killed in November 2004 in the South-West of France).
Traditionally, in the countryside, women and children were staying at home, sometime with shutters closed, during hunting season. Well, are these "traditions" relevant?
Eventually, hunting isn't the only issue (and probably not the main issue neither) for French countryside. Most of garbage cannot be recycled, or at least managed in a proper way. Consequently, there are more and more "wild" landfill site appearing, mostly in protected area, and often "managed" by some local mafia (especially in South of France). Here again, nobody really protest (cf. mafia = very serious issues).

C'est l'explication "officielle". Tenir une arme à feu quand on se trouve au bord du coma éthylique, c'est pas très "safe". Ce sera probablement un des points qui sera évoqué aujourd'hui à 11h : un éthylotest avant de partir chasser (comme avant de prendre le volant… LOL). Mais les raisons semblent parfois un peu plus "profondes" : le besoin de rappeler qui est le maître (i.e. celui qui tient l'arme) et, beaucoup plus rarement, un bon moyen de régler certains problèmes en interne. Le terme "accident de chasse" étant TRÈS chargé de sous-entendus ici, surtout dans la très haute bourgeoisie (et une partie de l'aristocratie) où une personne gênante pouvaient… devenir moins gênante en présence de plomb. Typiquement, il ne valait mieux pas être en mauvais termes avec les chasseurs (notables, ministres, etc.) lorsqu'on était rabatteur. C'est moins le cas de nos jours, quoique.

C'est plus difficile, mais autrement plus efficace » - "My first reaction when I see something outrageous is to be shocked, then my second reaction is to laugh at it. It is more difficult, yet far more efficient".
I don’t know the law in practice will work out. It seems chaotic and I would be super careful if i was walking in a danger zone. Wonder that country could lead to arrest if people accident shot the wrong thing?
