Dustin wanted to take Jasmine on a date during snowfall, though there wasn't supposed to be a snowfall in quite a while (he was busty when it first snowed). Since Buizels can learn blizzard (which is water gun, but icier), I learned that move so Dustin could take Jasmine out for a snowfall date.
