Major things she'd do:

1. improved living conditions for peasants
2. funding to the church because Kolt is a fan of all the art of martyrs being violently massacrated
3. better universities
4. destroying as many rival lines to the throne as possible (normal monarch stuff)
5. ordering that all other dragons in the kingdom be hunted for sport
(because that seems funny to Kolt, being that he is technically one, but it's also because Kolt is a sadomasochist)
6. a bloody reign of terror purely for the sake of it after a massive bacchanalia that totally drains the national economy

because there's no way this monarchy isn't ending with the irresponsible burning of half of the country and a macbeth style reign of terror enabled by shameless populism and the systematic purging of the entire established nobility.

you know he'd have to do it: kill all the aristocrats, burn all the witches, slay all the dragons, and let the peasants drink themselves to death as their country burns down while the clergy devolves into quietism and decadence.

So that when the plague comes, all the people embrace in a dancing fever and fall ill as quickly as possible so Kolt can see the spectacle of their burning corpses set aflame by the legions of quack doctors in bird masks.

as lines of holy men lament the fate of the world that Kolt joyously smiles over.

Like some shit out of the masque of the red death.

so basically it's just Kolt LARP-ing as the antichrist, is what I am describing here.
