I use Paint Tool SAI and i must admit its AMAZING! The right programme really matters, serisouly! You can find it for free on torrents or ask someone who has it for free to give it to you. I would definatly get it if i were you. Also do you have a tablet?

Ah cool, yeah I use that sometimes too, it's pretty great, some of the brushes are really smooth which is nice. I've tried a bunch like gimp and stuff, I use photoshop CS5 personally, I just find I like where the functions are and stuff, and I've really got used to it's tools in general. And yeah, I actually just got a new one for Christmas XD my first one was really old, but I just got a intuos4 from wacom, it's the small model but I really like the pen functions with it and it wasn't that expensive, my friend has a really expensive table sized one, I love it but it's crazy expensive, and for someone like me that does are as a hobby a bit too much atm :P!

SAI is an amazing program. :D And from what I can tell (I myself have limited knowledge about digital art programs aside from SAI, but I know some people who have compared them), it's one of the very best in terms of lineart quality.
