I'd say "Sex" but the crappy doodles in my side tab in Clip Studio Paint says otherwise, so with enough time there are no boundaries that Specter won't cross except for the boundary where he realizes that they're been married for 5 years and didn't realize it.

He's going through a whole emotional arc straight out of a bodice-ripper novel and Spike is just tired of the sexual tension and is mentally calculating how much lube he needs to actually fit inside of Specter's much smaller body.

Cuz Spike is like.... the REAL one in the relationship while Specter is basically doing all the drama of the writing. Spike's all like "I would like to rip the bandaid off and talk about our relationship and how it can move forward in a somewhat realistic way given our situations, Species, and size differences" meanwhile Specter is dramatically throwing himself out the window to avoid confronting said relationship.
Or Alternatively: Specter does something to elevate Sexual tension and then goes ".... I must go. My Planet needs me!" while Spike rubs his temples at dealing with this again.

Specter is a capable leader and a nervous virgin.
If Spike wants him, that's great, he likes being wanted, this is like being a star but better because now he doesn't have to juggle, he has to jiggle.
If Spike wants to actually DO something with him, now he is lost in completely unfamiliar territory where Spike is far more experienced just by virtue of living in human society where he interacts with this kind of thing far more often.
That's not even getting in to the sex stuff, which is fantastic in theory but then Specter's genius brain handed him the utterly terrifying thought of "Wait, what if I do this wrong? What if I am bad at sex?" and he had one of those moments in animes where the camera zooms in and does the fish-eye lens thing on his face.
Now he's nervous and terrified and can they please just go back to Spike telling him that he's sexy and Specter not contemplating the idea of an actual relationship?

Well when worded that way Specter is kind of a nervous Tease, enjoying the game until it becomes way too serious and the reality of the dance they're doing begins to sink in and he has no idea what the next series of steps and moves are to complete the dance.
