Pokemon Usael- Christopher Stevens
Mayor Stevens is a very simple individual with simple needs. He likes staying human and finds his pokemon form somewhat detestable. And to do that he needs enough money to enjoy a lifestyle where he can stay human. And since he doesn't have any particularly good skills in anything, the only way he can do that is to keep being mayor. And his best chance of doing that is to try and make sure everyone knows he's doing the best he possibly can to give them everything they want. He does genuinely want what's best for the people of Usael, but only because that's the only way he can keep what he has.
Christopher was actually born in Detroit, went to college for business and then became a used car salesman until he found himself in Usael. And he lacked the skills to really do well in Usael. But if there's one thing he's really good at doing is talking and convincing people to work with him and that's how he got elected.
Anyway, as an aside this is the last of the characters I feel I need to make for now so next week will finally start chapter 2.

Amusingly enough that's actually correct on the dot. But I wouldn't focus too much on bulbapedia stats based on these stats, as I don't even reference those numbers when factoring in these. However, I do try and be consistent with what feels right for that pokemon.
And toughness is not so much a matter of health (as that's effectively the same for everyone) as it is how much of a hit you can take. Physical damage is reduced by Strength + Toughness. Special damage is reduced by Special + Toughness. Speed is physical speed (but not attack speed), but also used primarily in evasion. So very evasive characters will have high speed. Tanky characters will have high toughness, everyone else some balance in between
