A bit of both. The bell itself can be used for decoration, although...
There's normally a metal piece in the bell that causes it to ring while it's moving... that ringing can draw attention so it's useful for embarrassing people (especially when paired with something they wouldn't (usually) want seen) or simply to keep track of someone.

I'd tie that bell much closer to the base of the tail, that way, no matter how much you try to reach for it, you'll never get it off effortlessly~ ^w^ *"slightly" readjusts it for you then layers more diapers on over your current one, just to make it "more fun" to try and remove the bells while giving you the most "pattable" padded bottom at the cost of your mobility*
