Once a broken Harmonica that was thrown away, the emotions that were attached onto it – as it was the fond instrument of a child – made the object develop emotions of abandonment, fill with anger and vengeance, these gave birth to Harmonigan. The Monster would emerge from the city dump every night causing disasters with strong winds. Harmonigan is among the few Kaiju not killed by Fireman, instead it wasn't until Fireman played it as an Instrument, after much fighting, that the emotions of Anger subsided, reverting back to its original form; been a spirited, Harmonigan could not be beaten into submission or destroyed like the other Kaiju, but its needs and emotions placated – naturally, been a musical instrument, its only desired to be played.
Harmonigan could absorb an enemy's energy projectiles and throw it back at them, as well create Hurricane gusts of wind, but its more powerful attack was Musical Overload; in it, Harmonigan would summon an entire Orchestra of Giant Musical Instruments to overload its opponent, though been an extension of Harmonigan, only by playing each of them could the whole attacked be neutralized. Despite been a rigid object, Harmonigan had a flexible body, able to wave side to side as well inflate to blow its Gusts of Wind.
Due to the broken panels of the chambers, its sound was quite defuse and inharmonious, though the boy, and later Fireman, found a way to make it work; this unique sound becomes the Monster's own roar.

The story starts with a Child searching the neighborhood for his beloved Harmonica, leading him to the local dump; when Misaki drives by and listens to the boy, he offers to help though their search is fruitless and takes the child home much to his disappointment. That night, SAF detects strange activity along with an Earthquake as the the City Dump been hit by Strong winds and trash flying all over the place. The team proceeds to investigate the matter, though finding the area in disarray with fires, but with no clue to the cause itself.
The following night, another spike of activity hits the Dump, this time with Misaki been present hearing a harmonica, spotting the missing instrument only to see it grow to Gigantic size, becoming the Wind Spirit Harmonigan; the Monster then proceeds to unleashed its power over the area once more and Misaki transforms into Fireman to battle the creature, but was only repelled by the anger instrument as it absorb his energy attacks, including the destructive Fire Dash; in the end the Monster sets the site on fire and knocks out Fireman.
The following Morning, Misaki awakens among the trash and reports the situation; Misaki then meets up with the boy and asks him to draw a picture of his Harmonica, which he does, showing it has a set of broken chambers, but explains he still found a way to play it; Misaki recognizes it as the Monster he fought the previous night.
Note: Because I lack English Subs, it is impossible for me to know what they are saying, BUT the words of the boy here become of help to Fireman in the 2nd Battle. I played back this part after Fireman remember the child's words to be certain, and yes, this part here is relevant for the resolution.
The next night, Harmonigan is spotted by Misaki and Chiba on the Marigon, but the monsters blows at them, causing them to crash, with Chiba been knocked out. Misaki again transforms into Fireman for Round 2, but it goes as much like as the first fight, been unable to take down the monster; to make matters worst, Harmonigan summons an orchestra of Giant Instrument and the barrage of sound begins to overload Fireman, who is teleported into a musical dimension.
As he is been overload, Fireman remembers the words of the boy from before and realizing he can't physically beat the monster as he normally does, must instead placate its needs an emotions and he begins to play with the instruments one by one, causing these to disappeared, leaving Harmonigan and Fireman; the Hero grabs the Anger Instrument and plays it. Both Fireman and Harmonigan begin to decrease in size and revert back to their true forms as the former plays the latter, at last subsiding the anger of the Spirit and giving it peace, its music been heard all the way in SAF headquarters.
Misaki later returns the Harmonica back to the boy.
