This is "Sanctus", a noxan. An extra dimensional species in Raptie's Station setting. Each one has their own unique power and monster form to help them survive in the wild. "Sanctus" here is non-standard because he's actually leucistic. Normally noxans are stark black with obscuring fur that breaks up their silhouette. This guy doesn't have that so he made the decision to wear a cloak that mostly covers up his body.
