To be fair I doubt they're trying to hit Japan, just making them aware that they have the capability to if they wanted to. Its all a big game to keep things tense, the aid flowing, and the regime in place. I suspect the NK leadership is aware they'd be totally flattened if they really did go to war, albeit it would be a short but exceptionally bloody conflict.
I'm actually sketching out a story set in NK so I've been doing a little reading about them, that's one regime that could do with being bombed flat. Of course the ordinary North Korean doesn't deserve to be hurt but it really is an Evil Empire to quote Reagan regarding another authoritarian state.
