this is Miiko Suzuhara. I love this character because of how blunt and passive she is despite her zomg cuteness look. It's not that she's pompous and expects things to be given to her... it just that she's a queen.

Queen as in female cat. And she's assuming Neko is a cat too. Therefore a cat named Neko is silly.
