I think it's safe to say Foxy Roxy is in the upper echelon of fictional vixens: Krystal (McCloud), Renamon, Alopex, Diane Foxington, Maid Marian, Carmelita Montoya, and Foxy Roxy. If there was an official group called 'The 9 Tails' ,with each tail being a lady fox, then I wonder who would fit the remaining 2 spots: Vix from Spark A Space Tail, Fox from Skunk Fu, Fara Phoenix from Starfox, Fauna Fox from The F Tales, the female Fox from Rango, Miles 'Tails' Prowler's Mom or the devious Fiona Fox from Sonic the Hedgehog, the Firefox Pokemon, Ninjara from Teenage Mutant Ninja Turtles, Mei Ling from Kung Fu Panda Legends of Awesomeness, (Not Mei Ling the Mountain Lion) and Mei Ling from Kung Fu Panda IDW Comics (different one ... they have a lot of Mei Lings XD), etc.
