I just see it that way since Mew is the supposed origin of all Pokemon life (like a first and lost link of evolotuion, which is why it can learn any move and why it's the most powerful) and since Arceus can also learn nearly every move but doesn't really have the same solid logic behind it that Mew does, it's like something that can only be go on with faith alone.

Arceus: (over-dramatic echo) Oh be quiet! Every time I appear in front of a human, ordinary Pokemon, or another legendary it's always " 'I'm sorry' this, 'Forgive me' that, and 'I'm not worthy'. IT'S DEPRESSING!
Mew: (thinking) Dad's always such a ham.
